Alton Man Charged with Second-Offense Domestic Abuse Assault

An Alton man was arrested Thursday night following a reported domestic disturbance in Alton.

According to the Orange City Police Department, 39-year-old Michael Jay Moore was arrested on Thursday, June 5, and charged with Domestic Abuse Assault — 2nd Offense, an aggravated misdemeanor, and Obstruction of Emergency Communications, a simple misdemeanor.

Court documents allege officers were dispatched at about 9:17 p.m. to a possible domestic disturbance at a residence on Minnesota Street in Alton.

According to the criminal complaint, officers arrived and placed Moore under arrest after another officer instructed them to do so. Authorities say Moore later admitted to pushing and grabbing the alleged victim.

The affidavit states officers observed the alleged victim with a “large lump” on her head and bleeding from her leg. The victim also reportedly told officers she had been struck in the face.

Authorities further allege the victim had to contact 911 using her watch after Moore allegedly took her phone so she could not make an emergency call.

Court records indicate Moore had a prior domestic abuse assault conviction in Sioux County in April of 2025, leading to the second-offense aggravated misdemeanor charge.

Moore is being held on a $2,000 cash or surety bond.
