The proposal would allow the state to fine streaming services that artificially increase the volume of advertisements. Lawmakers are still working through details of the bill, including which state agency would handle complaints and enforce the rules.
Taylor says that the question of enforcement is one of his biggest concerns.
A federal law passed in 2010, known as the Commercial Advertisement Loudness Mitigation, or CALM Act, already bars television broadcasters and cable networks from airing commercials louder than the programs they accompany. However, that law does not apply to radio or online streaming platforms.
