Sioux Center Police Join State Tobacco and Nicotine Enforcement Program

The Sioux Center Police Department is partnering with the Iowa Department of Revenue to take part in the I-PLEDGE program during fiscal year 2026.

I-PLEDGE is a statewide education and enforcement initiative designed to keep tobacco, alternative nicotine, and vapor products out of the hands of underage individuals. Through the program, law enforcement agencies work with retailers to promote compliance with Iowa’s tobacco and nicotine laws.

Since its inception in 2000, Iowa’s tobacco compliance rate has increased to more than 90 percent statewide. Sioux Center Police officials say participation in the program reflects the department’s commitment to further improving compliance within the community.

The program places a strong emphasis on retailer education. Clerks who complete an online training course and pass an exam become I-PLEDGE-certified, allowing a retail establishment to use an affirmative defense against civil penalties if a certified clerk makes an illegal sale.

Sioux Center Police Officer Munneke says the training helps clerks recognize and refuse illegal sales.

“I-PLEDGE’s retailer training is a great way for clerks to prepare themselves to refuse illegal tobacco, alternative nicotine and vapor product sales,” Munneke said. “The training also assists retailers in maintaining a compliant and responsible establishment.”

As part of the program, Sioux Center Police officers will also conduct compliance checks at local businesses. Under the supervision of law enforcement, underage individuals will attempt to purchase tobacco, alternative nicotine, and vapor products. Clerks who make an illegal sale will be cited at the time of the violation.

Penalties for selling tobacco or nicotine products to a minor include a $135 fine for a first offense, $325 for a second offense, and $645 for a third or subsequent offense. Police officials emphasize that issuing citations is not the primary goal of the program.

“By partnering with the Iowa Department of Revenue, we hope to educate clerks and maintain a compliant retail environment in our community,” Munneke said. “Moreover, we pledge to help keep tobacco, alternative nicotine and vapor products out of the hands of underage persons in Iowa.”
