Rock Valley has been approved for more than $4.3 million in federal disaster recovery funding for permanent repairs to its water and wastewater infrastructure.

The Federal Emergency Management Agency announced the award as part of nearly $24.4 million approved for disaster recovery and mitigation projects across Iowa, Kansas, Missouri, and Nebraska.

Rock Valley’s funding will help cover permanent repairs to its water and wastewater treatment, collection, and distribution systems.

The award comes through FEMA’s Public Assistance program, which helps fund infrastructure repairs, restoration of public buildings, and reimbursement for work to protect public health and safety following disasters. FEMA provides the money to states, tribes, and territories for distribution.

In Spencer, Grand Avenue Community Outreach was approved for nearly $6.8 million for permanent repairs to interior and exterior building components. Combined, the Rock Valley and Spencer awards account for approximately $11.1 million of the funding announced.

Nearly $22.9 million of the overall announcement falls under the Public Assistance program.

Other announced awards include more than $3.9 million for Omaha Public Power District’s electrical distribution system, more than $570,000 for Midwest Energy Inc. in Kansas, and nearly $300,000 for St. Louis municipal building repairs following a May 2025 tornado. Iowa also received more than $490,000 for backup power equipment serving Carter Lake’s sewer and stormwater system, along with nearly $1 million through FEMA’s Building Resilient Infrastructure and Communities program.
