Orange City City Council Authorizes Emergency Responder Stipends & Updates Service Animal Law

The Orange City City Council approved several ordinance updates during its meeting on Monday afternoon, including measures addressing emergency service compensation and the misrepresentation of service animals.

Council members approved a measure authorizing stipends for city officers who serve as volunteer firefighters or emergency medical providers. The change allows city employees who also serve in those emergency roles to receive compensation for that service while continuing their employment with the city.

City officials say the ordinance recognizes the contributions of employees who assist with local emergency response while helping support volunteer fire and emergency medical services.

The council also adopted an ordinance prohibiting the false representation of service animals. The measure aligns Orange City’s municipal code with state law addressing individuals who falsely claim an animal is a service animal.

Under the ordinance, misrepresenting a service animal is prohibited and may be subject to enforcement under the city code.

Several additional ordinance updates were approved to bring the city’s municipal code in line with recent Iowa legislative changes. Those updates include new requirements for electronic filing of cigarette and tobacco permit applications and revisions to licensing definitions related to canned cocktails and similar alcoholic beverages.

The Orange City Council met on Monday afternoon, March 2. The council is scheduled to reconvene Monday afternoon, March 16th at 4:30.
