City Council approves election for Highway 75 improvement project

THE SIOUX CENTER CITY COUNCIL ONCE AGAIN TOOK UP A POSSIBLE HIGHWAY 75 IMPROVEMENT PROJECT AT A MEETING ON TUESDAY. THE COUNCIL HELD A PUBLIC HEARING, AND AUTHORIZED A LOAN AGREEMENT FOR THE ISSUANCE OF NOT MORE THAN 4-MILLION-DOLLARS IN GENERAL OBLIGATION CAPITAL LOAN NOTES FOR A HIGHWAY 75 FOUR LANE IMPROVEMENT PROJECT. THE COUNCIL HAD ASKED THE PUBLIC TO CONSIDER SIGNING A PETITION ASKING FOR A PUBLIC ELECTION CONCERNING THE HIGHWAY 75 ENHANCEMENT PROJECT. THE PETITION WAS SIGNED BY 222 PEOPLE, AND WILL BE SUBMITTED TO THE COUNTY AUDITOR’S OFFICE. CITY MANAGER PAUL CLOUSING SAYS THE COUNCIL DETERMINED THAT THEY WOULD GO AHEAD WITH AN ELECTION WHICH WOULD BE SCHEDULED FOR NOVEMBER 3rd WHICH WOULD ASK THE QUESTION “SHALL THE CITY OF SIOUX CENTER ISSUE CAPITAL LOAN NOTES IN AN AMOUNT NOT EXCEEDING 4-MILLION-DOLLARS FOR THE PURPOSE OF AIDING, PLANNING, AND UNDERTAKING AN URBAN RENEWAL PROJECT WHICH WILL INVOLVE THE STUDY, PLANNING, DESIGN, AND CONSTRUCTION OF THE U.S. HIGHWAY 75 ENHANCE 4-LANE IMPROVEMENT PROJECT”.

THE COUNCIL HELD A PUBLIC HEARING TO DISCUSS IMPROVEMENTS TO CHILDREN’S PARK. PREVIOUSLY SUBSURFACE DRAINAGE TILE WAS PUT IN ON THE WEST SIDE OF THE PARK GOING EAST REPLACING AN OLD CREEK. CLOUSING SAYS THEY WANT TO DO SOMETHING SIMILAR ON THE BACK SIDE OF THE PARK. THE ENGINEERS ESTIMATE FOR THE PROJECT WAS 88-THOUSAND-DOLLARS, THE LOW BID FROM JIM’S DIGGING FOR 77-THOUSAND-700-DOLLARS. THE WORK IS EXPECTED TO TAKE PLACE LATER THIS FALL, OR EARLY WINTER.

THE COUNCIL APPROVED TO PURCHASE OF PROPERTY NEXT TO THE VERANS MEMORIAL, JUST SOUTH OF THE PUBLIC LIBRARY. THE CITY PURCHASED THE PROPERTY FOR 100-THOUSAND-DOLLARS. CLOUSING SAYS THERE CURRENTLY AREN’T ANY SPECIFIC PLANS FOR THE PROPERTY.

THE COUNCIL AUTHORIZED A DEVELOPMENT AGREEMENT WITH SIOUX CENTER RENT-ALL, FOR ITS NEW FACILITY. A PARTIAL PROPERTY TAX REBATE OVER A FIVE YEAR PERIOD WILL BE GIVEN TO RENTALL.

THE COUNCIL APPROVED THE THIRD AND FINAL READING OF A PROPOSED ZONING CHANGE FOR THE MEADOW CREEK SUBDIVISION. MEADOW CREEK IS A NEW RESIDENTIAL SUBDIVISION OF 20-TO-24 LOTS NEAR THE FAITH CHRISTIAN REFORMED CHURCH. THE ZONING IS BEING CHANGED FROM AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL. THE COUNCIL ALSO CONSIDERED THE FIRST READING OF A WASTEWATER RATE STUDY WHICH WOULD INCREASE WATER RATES BY 4-PERCENT. THE INCREASE FOR A TYPICAL RESIDENTIAL USER WOULD BE ABOUT 1.15 TO 1.20 PER MONTH. A SECOND READING OF THE PROPOSAL WILL BE HELD AT THE COUNCIL’S NEXT MEETING.
